I tried to pay my council tax online recently, and was confronted with this:

The left column was too narrow to fit in some of the labels.
At first glance it looks like the first entry field is for “housing benefit overpayment”, but it is in fact for the council tax reference number. It also looks as if invoices (?) should be filled in the second field. As a private tenant, that immediately threw me off. Why would I possibly be invoicing the council, or them me.
In the end?
I didn’t use their form. I paid via bank transfer, and sent them an email.
